In a nationally televised address delivered from Singha Durbar on Tuesday evening, the Prime Minister laid out the federal government's priorities for the upcoming fiscal year, signalling a major shift toward infrastructure-led growth and digital public services.

The address, watched by an estimated 4.2 million households, framed hydropower expansion, federal highway upgrades and a unified digital identity system as the administration's three flagship commitments.

Opposition leaders responded within minutes, calling the speech 'ambitious in scope but thin on financing details', and demanded a full briefing before the Finance Bill is tabled in parliament next week.

Independent economists at the Nepal Rastra Bank Research Cell described the targets as 'achievable only with sustained private capital inflows', citing a projected financing gap of NPR 184 billion.

The Ministry of Finance is expected to publish the full budget framework by Friday, ahead of provincial consultations scheduled across all seven provinces over the following two weeks.
